RPGMaker VX Ace is a game that lets you make games. It is the latest (as of September 2013) in a series, and this is the best one yet. The interface is intuitive, but there is a comprehensive Help file and message boards across the internet to help when you need help.
It comes with everything you need you make your own RPGs, plus it has the ability to import graphics, music, and sounds from elsewhere, making it easy to change the look and feel of your creation. People who can program in Ruby can actually write scripts to do more complex things, making it a powerful tool for game designers rather than just a toy.
The replay value is super high- once you're done with a project, you can just make a new one! I actually learned a lot about graphic editing, organization, storytelling, and programming from working with RPGMaker, so it can be an excellent learning tool as well. Each game you make is better than the last, just from the experience of using the Maker.
Highly recommended for anyone who's played a game and thought, "I want to do that." Because now you can.

The uber program for old school fun

I love this program. I have always wanted to try and create a game, nothing huge just old school rpg fun. With this program i can! With default graphics already installed all that you really need to do is learn a bit about the system, witch is no problem because the people on the forms are amazing and will help you when you need it. Free graphics and Scripts lets you customize your game even further, so the old dreams of adventure are at your fingertips to create. Dive in, have fun, and spend countless hours lost in your own little world.

I stumbled upon RPG Maker one day when I was bored out of my mind. No matter what game I played I would get bored after an hour. Finally I realized that the problem is that I want to create games, not just play them. I've had no problems at all and I even made my girlfriend a game for our anniversary.

Great for Entry and Professional Level Design

RPG Maker is very easy to use right from the start. A majority of the ground work is done already (except creating your game of course) and there are great tutorials available via blogs and forums. If you are unhappy with any materials available in the program they can be switched out for custom graphics and audio. Further advancements can be done via scripting using Ruby. The major view to keep in mind is RPG Maker isn't just a game, it is a tool for designing games. RPG Maker, by far, has been one of the easiest engines to learn and with taking the appropriate measures to create content can be one of the easiest engines to develop an Indie 2D RPG whether it be free or commercial. I'm very happy with the scores provided because ultimately it falls to the developer to create content. For the price, the included content is top notch in my opinion.
